Eesti Energia has been granted a conditional permit by the Environmental Board to use shale oil as an alternative to natural gas for heating in Narva. The permit is contingent upon a risk of disruption to gas supplies. This move comes after a four-year hiatus since Narva was last heated with shale oil, which occurred when natural gas prices were exceptionally high.
Enefit Power, a part of Eesti Energia, is currently forecasting potential supply issues but remains uncertain about its ability to utilize the cheaper shale oil option. According to Enefit Power CEO Raine Pajo, an analysis is underway to determine the feasibility of using shale oil, taking into account what the company can offer the city and the potential risks of gas supply disruptions.
