The Finnish Government has proposed that Parliament approve a new partnership agreement between the European Union and the Organisation of African, Caribbean and Pacific States (OACPS). This agreement, known as the Samoa Agreement, aims to strengthen cooperation between the EU and African, Caribbean, and Pacific countries.
The agreement covers various areas, including democracy, human rights, sustainable economic growth, climate issues, and migration. It provides a platform for dialogue between the EU and OACPS countries and a legal framework for the operations of the European Investment Bank in these regions.
The Samoa Agreement succeeds the Cotonou Agreement, which expired in 2020. A key difference between the two agreements is that the new partnership agreement does not include provisions on development financing.
