What happened
The Russian anti-plague research institute in Irkutsk, Siberia, where a lab worker recently died from an unknown form of pneumonia, has a long history of cooperation with Chinese institutions. The institute's director, Sergey Balakhonov, gave a speech at a joint emergency drill for cross-border infectious disease outbreaks in China in August. The institute will also host Chinese delegates at a conference on sanitary protection against infectious diseases later in October.
Russia and China have been building institutionalized mechanisms for biological security, pathogen research, and epidemic early warning in recent years. The two countries have held joint exercises on responding to infectious disease threats, and their militaries have been cooperating in the biosecurity domain.
The death of the lab worker, 28-year-old Darya Shipilova, has raised concerns and prompted calls for more transparency from Russian authorities. The US government has expressed concern over the incident and offered help to Russia. China, however, has remained silent on the issue, despite the incident occurring during the plague surveillance season along its northern border.
