Harris believes the US should lead the world in AI development while imposing safety standards. Her comments come after Anthropic CEO Dario Amodei and other tech executives expressed support for slowing AI development.
China has pushed back against the idea, with a Foreign Ministry spokesman describing warnings about AI as fearmongering. The US has concerns about China's reliability in keeping commitments, citing examples such as stockpiling oil and failing to meet purchase commitments in a trade agreement.
Some experts, including David Sacks and Palantir CEO Alex Karp, argue that China is unlikely to participate in a global agreement to slow AI development. They also believe that the US cannot unilaterally pause AI development due to competition with China. President Donald Trump has also argued against slowing AI development, stating that the US is leading in AI and wants to maintain that advantage.
